RWE Clears Way: Offshore Wind Project Nordseecluster A Enters Construction Phase After DNV Certification

Hamburg, Germany – The independent inspection and certification body DNV has certified the third milestone for the Nordseecluster A offshore wind project (NC 1 and NC 2) in the German North Sea under the standard of the Federal Maritime and Hydrographic Agency (BSH). With this approval, the project is cleared for turbine installation, marking the transition into the construction phase.

The Nordseecluster is a joint project between RWE and Norges Bank Investment Management (NBIM) and comprises two development phases (A & B). According to current plans, it is set to become one of the largest offshore wind projects in Germany, with a planned total capacity of up to 1.6 gigawatts (GW).

Design Phase Fully Certified

The DNV certification confirms that the project’s design phase – including planning for installation, operation and decommissioning – complies with all regulatory requirements set by the BSH. With this third BSH approval, RWE is now authorised to begin the physical installation of wind turbines at the project site.

“Transitioning from planning and design to physical construction brings us one step closer to delivering clean, reliable energy in support of Germany’s climate targets,” said Sven Schulemann, Project Director Nordseecluster at RWE.

Offshore Wind as a Pillar of Germany’s Energy Transition

Under the current regulatory framework, Germany has set ambitious offshore wind expansion targets: at least 30 GW by 2030, 40 GW by 2035 and 70 GW by 2045, while aiming to minimise public subsidies.

“Local, secure and reliable energy is important for Germany’s energy transition. Independent verification plays a key role in risk management and in the safe and reliable execution of large offshore wind projects such as the Nordseecluster,” said Mette Redanz, Vice President Renewables Certification at DNV.
