Taiwanese Offshore Wind Market: Deutsche Windtechnik Secures O&M Contracts for Substations of the Greater Changhua Offshore Wind Farms

Bremen (Germany) - Deutsche Windtechnik (DWT) has secured new contracts in Taiwan for the operation and maintenance of substations at the Greater Changhua offshore wind farms.

According to the company, its Taiwanese unit will take over O&M services for the offshore substation platform of the Greater Changhua 4 wind farm as well as for the onshore substations of the Greater Changhua 2b and 4 projects.

The wind farms are located 35 to 60 kilometers off the coast of Changhua County and are part of Ørsted’s offshore portfolio in the Taiwan Strait. As part of the contracts, DWT will work closely with Ørsted’s local operations and maintenance team and carry out scheduled and corrective maintenance activities.

With these contracts, DWT is further expanding its position in Taiwan’s offshore market. The company highlights its localized capabilities across the entire O&M value chain, from engineering and procurement to execution. The aim is to “ensure reliable operation” of the assets while increasing asset reliability, effectively managing operational risks, and securing long-term performance.

According to DWT, the award also reflects a broader industry trend: operators are increasingly turning to independent service providers (ISPs) to achieve greater flexibility, transparency, and competitive cost structures. This independence also enables faster decision-making and supports the integration of multi-vendor assets in offshore wind farms.

Strategically, DWT views Taiwan as a central hub for the region. “DWT views Taiwan not merely as an investment location, but as a strategic harbor for the Asia-Pacific offshore wind market,” said Hao-Wei Chiu, Country Manager of DWT Taiwan. At the same time, the company is further expanding its integrated O&M capabilities with these contracts while strengthening local value creation and supporting the development of a robust O&M network in Taiwan.
