Scatec Enters Europe's Onshore Wind Market for First Time with 77 MW Project in Romania – Nordex to Supply Turbines

Oslo/Bucharest – Norwegian renewable energy company Scatec is expanding its European business and entering the onshore wind sector in Europe for the first time. The company is acquiring the 77 MW Urleasca wind farm project in southeastern Romania from Swedish project developer OX2.

The acquisition comes at a time of transition in Romania's wind energy market. Following years of subdued investment, the country's new Contract for Difference (CfD) scheme is expected to reaccelerate onshore wind deployment. For international developers, Romania is emerging as one of the key growth markets for renewable energy in Southeast Europe.

CfD Secures Revenue for More Than Half of Capacity

The Urleasca wind farm is being developed in Brăila County in southeastern Romania. Around 43 MW of the installed capacity is covered by a state-backed CfD contract with an average strike price of EUR 71.3 per megawatt-hour. The remaining output will be sold on the Romanian wholesale power market.

The project adds to the Dobrun and Sadova solar parks, already under construction, with a combined capacity of 190 MW. With Urleasca, Scatec is building a cross-technology wind and solar portfolio in the country.

By combining long-term contracted revenue with market-based power sales, Scatec is pursuing a strategy to diversify its income streams, aiming to benefit from both stable cash flows and potential upside in the power market.

OX2 to Manage Project Through Commissioning

The wind farm project was developed by OX2. Under a Construction and Asset Transfer Agreement (CATA), the Swedish developer will remain responsible for development, construction and handover through to commissioning.

Financial close is targeted for the third quarter of 2026, with commissioning scheduled for the second half of 2028. Total investment is estimated at around EUR 168 million, excluding VAT, with roughly 60 percent of project costs expected to be covered through project-related debt financing. Following commissioning, Scatec will take over asset management as well as operations and maintenance.

Nordex to Supply Eleven Turbines

OX2 has awarded the technical implementation contract to Nordex Group. The order covers the supply and installation of eleven N175/6.X turbines, along with a 35-year premium service agreement, further expanding Nordex's cross-border partnership with OX2.

Romania continues to offer "attractive opportunities for the deployment of modern wind energy technology," said Slava Feklin, Country Manager Romania and Ukraine at Nordex Group. By combining OX2's project development expertise with the latest turbine technology, Feklin said, the two companies aim to contribute to an efficient and competitive renewable power supply for the Romanian market.

Nordex has secured orders totaling more than 500 MW in Romania over the past several months, with the Urleasca contract adding to the company's growing market position in the country.

Romania Enters Second Wind Expansion Phase

Romania was among the most dynamic wind energy markets in Eastern Europe in the early 2010s. However, onshore wind development slowed to a near standstill for years after the previous support scheme expired. With the first rounds of CfD auctions, wind and solar expansion is expected to accelerate significantly, drawing fresh investment from both domestic and international sources.

With its entry into onshore wind, Scatec is also broadening its European strategy. Having focused exclusively on solar power in Romania until now, the company is building a cross-technology wind and solar portfolio in the country. Combining the two technologies helps offset weather-related generation fluctuations and supports more consistent power output throughout the year.

Scatec Share Slightly Lower, Nordex Higher

Scatec shares, listed on the RENIXX World, were down around 1.8 percent at EUR 8.30 in trading by midday. Nordex shares, also listed on the RENIXX World, were up slightly by 0.7 percent at EUR 39.18.
